Portfolio Summary:
R4D's Evaluation and Adaptive Learning Team seeks to leverage the best of design thinking, structured experimentation, and rigorous short- and long-cycle research methods to provide relevant and rapid feedback on programs in order to increase their impact. Our team is at the cutting edge of innovative monitoring, evaluation, and learning methods that result in improved programming that resonates within the local context and empowers implementing partners.

Opportunity:
R4D is seeking a Sr. Economist/Research Program Officer to join the Evaluation and Adaptive Learning Team to play a technical role across multiple project teams to develop high impact monitoring, evaluation, research, and learning activities. Over time, the Sr. Economist/Researcher will have the opportunity to develop new projects in topic areas aligned with their research interests and R4D's mission.
We are looking for someone who is eager to push the boundaries of traditional monitoring, learning, adaptation and evaluation and help to develop new methods and ways of working.
This position will be based in Washington, D.C., and will report to the Senior Program Director.

Responsibilities:
The Sr. Economist/Researcher's scope of work will span across multiple sectors within R4D, such as Governance and Market Shaping, and will likely grow with emerging work, but initial responsibilities will include evaluation design and analysis, as well as management responsibilities on selected projects with topic areas related to education, health, early childhood development, corruption & citizen engagement, and child protection. These projects span across multiple countries and regions, some of which include India, Tanzania and Sub-Saharan Africa. Depending on emerging work, additional countries could potentially include LAC, the Pacific Rim and Eastern Europe.
Additional responsibilities will include, but are not limited to:

Study Design and Implementation:
Design studies that vary in degree of rigor from simple feedback experiments and observational research to quasi-experimental and experimental mixed-methods evaluations
Develop data collection strategies that balance rigor with practical considerations, such as innovative data collection that leverages existing administrative data
Lead the development of econometric equations, sampling strategies, pre-analysis planning, and instrument design related to quantitative impact evaluations
Oversee piloting and field testing of data collection instruments
Craft data quality control measures and implement quality control activities

Analysis, Results, and Action:
Lead and oversee data cleaning, processing, and analysis
Develop high-quality, actionable deliverables to foster the use of results to drive decision-making including (but not limited to) technical reports and presentations
Publish results in relevant academic and policy journals
Use rigorous evidence to provide high quality counsel and technical support to funders, program managers, and other key stakeholders

Training, Quality Control, and Team Building:
Develop and lead training sessions on sampling, analysis, study design, and other relevant topic
Provide ad hoc support and feedback including study coordinators supporting field research and program staff involved in monitoring and evaluation activities to R4D staff and external program stakeholders
Peer review and ensure the quality of relevant deliverables
Train and oversee external data collection partners

The ideal candidate for this position will be a passionate and enthusiastic individual with exceptional verbal/written communication skills. The successful candidate will be a strategic and innovative thinker with exceptional organizational skills who is methodical in their day to day work. Experience conducting research in resource-limited settings and engaging with implementing partners in low- and middle-income countries is key for success in this role.

Qualifications:

Master's (or recently PhD) with minimum of seven (7) years' work experience in economics, public health, bio-statistics, or related applied quantitative field
Experience with quantitative research methodologies, qualitative methods and rapid evaluations
Advanced econometric and statistical analysis skills with demonstrated hands-on experience with Stata, R, or equivalent
Demonstrated experience in rigorous impact measurement and the use of data to inform decision-making for programs and/or policies
Proven capacity for synthesizing and digesting large amounts of data and translating findings into effective presentations and impactful and actionable programmatic recommendations
High level of proficiency in Microsoft Office, particularly Excel, PowerPoint, and Word
Demonstrated ability to manage high-level relationships with partner organizations
Proficiency in Spanish, verbal and written, desired
Willingness to travel up to 30% depending on need
