The department also has overall accountability for the methods and standards used to create actionable, proof-of-value statements for all the clients. As such, we set the standards for the methods that apply externally in reporting the value of Cigna's services to the client and ensure that results can be used to make material changes to the client's covered population.

Role Summary:

We are looking for an experienced health services researcher, epidemiologist, econometrician, biostatistician, behavioral economist, or non-traditional actuary to serve as a program evaluation and operational metrics analyst related to health products and services at Cigna. We need a person who can execute, evaluate and potentially present either program evaluation efforts or operational metric development and implementation. The quantitative Analytics Consultant, will p articipate in evaluation efforts o r offer measurement expertise related to new product offerings or new metrics that are the key drivers of health service operations. These program evaluation efforts of operational metric efforts will show the impact on health, cost, utilization, productivity, satisfaction and retention for customers, providers and clients related to Cigna's health services and operations. The ideal candidate will offer an advanced degree (Master's highly desired) and at least 5 years experience in related analytics.

Responsibilities:

Understanding different forms of quantitative research and when to deploy appropriate measures
Understanding how to analyze, interpret and present quantitative research
Understanding BIG DATA technique methods, including use of SAS to create analytic databases and to use appropriate statistics when analyzing said data
Ability to contribute to analytic plans to cover quantitative analyses
Ability to work directly with team members and implement their analytic requirements and translate those into actionable research plans

Qualifications:

Advanced degree or equivalent and at least 5 years experience in related analytics
Translate business needs into practical applications and solutions
Deep quantitative healthcare data experience and the ability to combine this with web and consumer data, statistical analysis experience, and demonstrated understanding of health care and delivery system processes
Working knowledge of program evaluation, pay for performance, predictive modeling, steerage, pharmacy and care management (DM / CM / medical home) best practices
Experience in the use of and continuous improvement of complex healthcare data systems, tools, and reports (working knowledge and experience implement Six Sigma or similar process improvement approaches a plus)
Ability to successfully navigate and contribute in a highly-matrixed environment
SAS (moderate to expert user); experience w/ additional SAS modules (STAT etc) a plus
Ability to query large healthcare data sets (via pass-through, SQL etc)
Analytic capability to derive answers from large, structured healthcare data sets
Experience with biostatistics and/or epidemiology
