Government Performance:Government Performance (GP), an internal operating division of The Pew Charitable Trusts (PCT), identifies and advances effective policy approaches to critical issues. It researches emerging topics, develops data-driven reports, and highlights innovative approaches to complex problems. When the facts are clear, GP advocates for nonpartisan, pragmatic solutions. GP operates major state and local level initiatives in public pensions, children's dental health, intensive home visiting/parent mentoring for at-risk families, sentencing and corrections, cost-benefit analysis, state budgeting and tax expenditures, and election reform, among others. GP makes use of the basic tools required to help states and localities explore and advance effective policies, regardless of the issue: credible, timely, and user-friendly research; assessments of public support for change; strategic outreach and dissemination to ensure that good information is widely communicated to decision-makers, media, influential stakeholders, and the public; the capacity to bring together diverse perspectives and find common ground; and the ability to identify and apply approaches that have proven successful elsewhere. Fiscal Federalism Portfolio:Pew's Fiscal Federalism Initiatives provide a comprehensive look at the federal-state fiscal relationship and the impact of federal spending, tax policy, and regulatory decisions on the states. The initiatives provide data and analysis to help policymakers understand shared challenges and promising approaches. New opportunities for ongoing discussions among federal and state decision makers will enrich fiscal policy debates about solutions for long-term fiscal stability at all levels of government. Immigration and the States:The Immigration and the States Project will produce timely, rigorous, and nonpartisan research that explains the fiscal and economic impact that federal and state immigration policy decisions have on state budgets and their economics. It has two primary objectives: 1) to paint a clearer picture of what the federal-state immigration relationship looks like today; and 2) to provide information about the fiscal and economic costs and benefits of existing and new policies at both the federal and state levels. Position Overview:The Associate will provide research assistance on immigration, policies at the federal, state, and local levels of government, and the fiscal and economic impacts on states. The successful candidate will author research papers, briefs, and infographics, critically review project materials, help implement the projects communications and outreach strategies, and present research findings in appropriate venues. In addition, the Associate will work collaboratively with colleagues across Pew on projects and explorations of research opportunities. The Associate will be based in Pew's Washington, DC office and will report to the Manager. It is expected that this position is for a term period through June 30, 2016, with the possibility of an extension pending the success of the program, funding sources and board decisions on continued support.
Working collaboratively with a team of researchers and policy analysts, develop and implement nonpartisan research on: 1) the interaction between federal and state immigration laws and policies; 2) the fiscal and economic impacts of federal and state laws on the states. Responsibilities include: Providing core research capability for the project including conducting background research and helping to conceptualize project ideas and plans. Designing and conducting rigorous collection and compilation of quantitative and qualitative data, literature reviews, and other research. Providing accurate analysis, including identifying trends and best practices. Develop presentations and communicate findings and results effectively both verbally and in writing to internal and external audiences. Build and maintain internal collection of relevant research and datasets. Authoring/co-authoring research reports, briefs, infographics, etc. When appropriate using specialized demographic, mapping, budget and other knowledge and skills. Contribute to communication and outreach efforts by helping with programming and logistics for in-person and online convenings of policy makers and other key audiences; research and write Web content; prepare talking points and presentations for senior staff. When appropriate, present research findings to internal and outside groups. Ensure a high level of quality and accuracy in Pew's work by maintaining a constant commitment to accuracy in all work and participating fully in Pew's rigorous internal quality control process. Critically review and fact-check materials produced by the Immigration and the States team and other projects. Collaborate with Pew colleagues on relevant research and analysis for the team and other projects, including new and emerging issues. Attend and report on conferences, trainings, and other meetings. Monitor relevant legislative, fiscal, and economic trends, and identify key emerging issues. Other duties as assigned. Requirements: Associate's degree required, Bachelor's degree preferred. At least two years of professional experience conducting research projects focused on public policy or immigration policy. Experience working on immigration policy and/or state budgets and fiscal issues preferred. Demonstrated skill in researching and analyzing public policy issues and legislation, including an ability to synthesize and summarize large amounts of information while focusing on the essence of an issue. Proficiency in Microsoft Excel and/or Microsoft Access required; use of or strong familiarity with analysis software (e.g. SPSS, Stata, SAS, ArcGIS) preferred. Excellent written and oral communications skills. Clear, effective writing style. Strong interpersonal skills. Able to develop and manage productive and collaborative relationships both internally and externally. Proven ability to think strategically and creatively, juggle multiple priorities, adjust to changing circumstances, organize time efficiently, and remain attentive to details. Ability to fit into a creative, fast-paced, and highly professional corporate culture which emphasizes excellence, collegiality and teamwork. Ability to meet both individual and team goals in a professional and timely manner. Travel: Occasional travel in the United States and to relevant national conferences expected.
