We currently have an exciting opportunity for an Economist to join the Regulation team within our Finance & Regulation department. The Regulation team ensures that we meet our legal and regulatory duties, including coordinating implementation of new legislation. As an Economist, you will be responsible for providing economic analysis and support for the delivery and development of regulatory and financial strategy and policies.

What will the role involve ?

The next 5 years brings both a new regulatory framework of four price controls and the application of the new Water Act, which is the single biggest change to the Water industry since privatisation. We need people who will help us understand the effect and implication of all these changes as we work through the period.

Your role will act as a central point of expertise in economic analysis, providing information and advice to enable Yorkshire Water and the wider Kelda Group, if required, to evaluate options and plan sustainably.

You will provide economic forecasts, e.g; for wholesale and retail revenues and to support the development of wholesale and retail tariffs; for strategic or operational business case assessment. You will also carry out econometric analysis for relative efficiency assessments across the industry and other comparable utilities.

You will be knowledgeable in governmental economic policy decisions, as enabled by Defra, Ofwat and other policy making institutions and be able to convey this to the business.

You will lead in the input on economic matters for key regulatory submissions and support in the assessments of the weighted average cost of capital (WACC) and retail margins as part of business plan submissions and tracking.

What skills are we looking for ?

To enable you to be the lead for economic advice and analysis within Kelda, you will have substantial practical experience within a regulated industry or equivalent, with extensive knowledge and experience of use of advanced econometric tools and analytical techniques. This will build on your economics qualifications (or equivalent).

You will be commercially astute, having in depth knowledge of the issues facing regulated industries and sectors and experience of strategic thinking, establishing clear strategic direction and implementing plans to deliver.

As you work across Kelda you will use your comprehensive experience of report writing and communicating complex ideas and concepts to enable broader understanding of economic issues and sustainable planning.
