The Office of Rail and Road (ORR) is transforming the rail industry, helping it to become more efficient, less reliant on subsidies, and able to offer world-class levels of safety and satisfaction.

We are looking to recruit an economist to join our Regulatory Economics team. This role sits at the heart of ORR's work on transforming the rail industry, and you will be expected to help develop policy and to provide specialist advice to the rest of the organisation.

About the role

The Regulatory Economics team's work is mostly focused on the regulation of Network Rail and the wider industry to deliver better outcomes for customers and taxpayers through greater efficiency. You will have the opportunity to work on a variety of projects within this area, as well as those led by different teams across ORR.
While the exact remit of the role will depend on your skills and capabilities and business need, it is expected that the key responsibilities will include:

Contributing to one or more projects that form part of the PR18 programme. For example, we are working to improve our understanding of the costs which drive Network Rail's charges, to improve the structure of charges, and to improve the train operator compensation and incentive arrangements in relation to network performance and engineering possessions;
Working on policy and case work relating to economic aspects of the track access contracts.

Most of the Regulatory Economics team are based at our London office. Our preference is that candidates are also able to work at our London office, though we are willing to consider other arrangements if they will satisfy business need.

We would prefer candidates to work full time, though we will consider part time arrangements if they will satisfy business need.
