Manager Common Line Rate Development & Access Reform Analysis

1. Develop multiple Excel spreadsheets incorporating data from several sources for annual filing tariff review plan (TRP).
2. Develop common line access rates including EUCL banding for rate filings.
3. Develop GIS maps using Census Bureau, Nielsen, Local Exchange Routing Guide (LERG), and other data to display pool demographics and support study area disaggregation and other cost analyses.
4. Prepare ad hoc analyses of Intercarrier Compensation proposals as needed.
5. Develop models to understand broadband usage.
6. Develop Federal Universal Service Charge (FUSC) surcharges for quarterly filings.
7. Develop end-user revenue to support annual Interstate Common Line Support (ICLS) filing.
8. Perform other duties as assigned.

REQUIRED
• Econometrics and model building
• Pricing Theory
• Regulatory Economics
• Writing research papers
• Data Analysis and Data Manipulation using SAS and Microsoft Excel
• GIS Mapping
• Excellent interpersonal and communication skills

2 years programming with SAS, Microsoft Excel, MapInfo, Ph.D. preferred in Economics, Statistics, Engineering, or Computer Science, or Masters with at least 3 years telecommunications experience.
