The Program Manager will be responsible for managing and monitoring Assistance
Programs in partner countries in coordination with the Executive and General Directors of the
BCC and SECO.
The candidate will be in charge of all of the following forms of activities:
- Design and organize the implementation of technical assistance programs (in-country
courses, workshops, on-the-job training). The design is done in coordination with the
partner countries and SECO through annual monitoring missions in the countries.
Activities are selected taking account of the multi-year plan for the country. They
encompass the scientific content of programs as well as their specific organization.
They include selecting outside experts, setting up the specifics of the activities in
coordination with the experts, administrative tasks with support from the BCC
coordinator (planning, budgeting, and procurement of experts' services).
- Monitoring of programs following the project management cycle (preparation of
quarterly and annual reports, missions to review activities and prepare annual
program, reporting to the BCC direction and partners) in coordination with Bern and
local SECO offices.
- Assistance to partner countries in the submission of applications of research projects
supervised by Graduate Institute faculty, to be conducted under the research
coaching or visiting programs.
- Assistance to the Directors for the preparation and organization of conferences
(annual conference in Geneva, and annual workshop in a partner country).

The candidate's profile includes the following elements:
- Experience and good understanding in project management and coordination with
excellent writing skills.
- Advanced degree (PH.D. or equivalent) in economics or finance with a good
background in topics such as monetary policy, applied macroeconomics, applied
finance, econometrics and/or banking.
- Successful experience in project management (planning, execution, monitoring),
preferably in the context of government agencies, financial institutions, or research
institutes. Familiarity with the logframe reporting system, and experience in the
organization of training programs highly desirable.
- Excellent communication skills and capacity to work in a team including a Geneva
based core staff and external experts.
- Computer literacy including use of standard statistical packages (E-Views, RATS,
Matlab, STATA, etc.).
- Fluency in English and French. Other languages a plus.
- Willing to travel in emerging countries (one week trip, 4-5 times per year).
