The Senior Economist is responsible for leading the development, documentation, management and implementation of policies related to the modeling, forecasting and reporting of energy savings and cost effectiveness metrics. The Senior Economist will advance the science of emerging technology and energy efficiency forecasting and modeling, and proactively generate new value metrics for reporting purposes to NEEA's stakeholders. They will oversee the incorporation of any new value metrics into the modeling and reporting system, including training and mentoring the analytical team. The Senior Economist will provide market planning policy and expertise with funders and the utility regulatory community. The Senior Economist participates as an integral part of NEEA and is a highly visible position internally and externally.

Essential Functions:
• Responsible for developing, deploying and maintaining all policies related to initiative planning and value metrics reporting.
• Manage the development and integration for the reporting of all additional value metrics, including working with both funders and corporate communications to activate.
• Assume all responsibilities of a lead planning analyst on at least one initiative.
• Actively advance the model-based forecasting process that integrates market transformation properties specific to each initiative.
• Manage NEEA's Funding Formula.
• Provide support to NEEA's policy manager in regulatory and policy forums, and actively provide the feedback loop for planning funder account management.
• Provide support to NEEA new business development activities, such as, but not limited to assisting in risk and benefit analysis for new business opportunities, or new funding sources and developing and managing the analytical and reporting framework for the natural gas pilot.
• Leads research studies and economic analysis to advance the science of energy efficiency recognized by either regional or national forums.
• Liaison with related regional and national organizations to enhance the economic modeling activities.
• Conduct economic analysis relevant to operations and policy issues.
• Assist on economic questions that arise in the development of strategic and business plans.
• Other duties which may be necessary or desirable to support the organization's success.

Supervisory Responsibilities:
This position has no direct supervisory responsibilities over NEEA staff but may be responsible for supervising and managing contractors. The incumbent provides lead direction and guidance to their work group, other functional areas and contractors and provides assistance to management in achieving work group success.

Education and/or Experience; Certificates, Licenses, and Registrations:
• Seven Years' experience in a quantitative energy policy-related position.
• Demonstrated understanding and experience in utility integrated resource planning processes and with Public Utility Commission processes.
• Masters in economics or resource economics. Preferred emphasis in econometrics, statistical estimation techniques or economic modeling.
• Demonstrated technical skills including econometric methods or analytical modeling that can be used to study and evaluate effects of policies or adoption of innovation.
• Experience leading professional teams.
• Demonstrated exceptional communication and relationship skills.
• Thorough knowledge of the energy efficiency industry.
• Thorough knowledge of wholesale and retail energy market economics.
• An equivalent combination of education, experience and training that would provide the knowledge, skills and abilities required for the successful performance of the essential job duties.
